Resident Physician

Originally from Chicago, IL and Houston, TX, Dr. Begum completed her medical degree from University/ Deccan College of Medical Sciences. She strongly believes that in a smaller town like Tulare, she would get to claim the community as her own and build meaningful relationships inside and outside of work. She feels that her knowledge of the population, knowing and building a rapport with the people will make her an excellent physician.

Born in Chandigarh, India and raised in the Bay Area, Dr. Kaur completed her Medical degree from American University of Antigua College of Medicine. She chose Tulare as it gives small town, friendly environment, opportunity to help the underserved population, and still being close to home in Bay area.

Patrick Matian, DO

Resident Physician

A California native, Matian earned his medical degree from A.T. Still University School of Osteopathic Medicine in Arizona. He came to the Central Valley for the second through fourth years of his medical school education. He fell in love with the people here and making a difference in the community. He also has a personal investment in the central valley as his partner grew up in Ripon, CA, and being able to give back to communities similar to hers is unmatched.

Otito Odiakosa, MD

Resident Physician

Born inEnugu, Nigeria. Odiakosa graduated from the University of Nigeria College of Medicine. Central Valley is famous for its bountiful fruits and vegetable produce. She love the beautiful weather, small-town feel, and family friendliness of the Valley. She has lived in Southern California for the past few of years, and is excited for the opportunity to move here with her family.

Oliver Sabalboro, MD

Resident Physician

A California native, Sabalboro graduated from Our Lady of Fatima University College of Medicine. He loves the close proximity to many great national parks as he is able to enjoy and appreciate nature much more. In addition, the quiet, pleasant areas that the Central Valley offers along with the privilege of being a part of a program with excellent leadership are major reasons why he chose to train at ÍøÆØÃÅʼþ Health Tulare.

Resident Physician

Originally from Calcutta Village, Belize & Keene, Texas. Dr. Clarke completed his medical degree from Universidad de Montemorelos Escuela de Medicina in Mexico. He chose Family Medicine because he admires how it embraces the medical sciences of the human body. It will help me understand how the body works and provides me with the appropriate tools to treat each human being holistically.

Born in Jalandhar, India and grew up in Seattle, Washington and Fresno, California. She completed her medical degree from Punjab Institute of Medical Sciences in India. She chose Family Medicine because it offers great heterogeneity and allows one to take focus on the needs of their community.

Originally from the San Fernando Valley. He completed his medical degree from Xavier University School of Medicine, Aruba. Growing up, he always thought of a Physician as a healer of all. He could not think of any other specialty that would equip him with the tools and overall expertise to handle a diversity of patient problems while serving so many different people.

Thy (Teagan) Nguyen, MD

Resident Physician

Born in Vietnam and grew up in Orange County. She completed her medical degree from American University of the Caribbean School of Medicine in Sint Maarten (Dutch Part). She has always had a strong interest in OB and Pediatrics. With Family Medicine, she can provide prenatal care and continue providing care for the babies as they are growing up.

Originally from Accra, Ghana and Union, New Jersey. He completed his medical school degree from the University of Ghana School of Medicine and Dentistry in Ghana. He has a strong interest in preventative medicine, continuity of care, and the long-term professional relationship with patients.

Ceasar Casas, DO

Resident Physician

Originally from Hanford, California. Dr. Casas completed his medical degree from California Health Sciences University College of Osteopathic Medicine. His work experience includes being an emergency medicine scribe and is fluent in English and Spanish. His hobbies include exercising, reading, and finding new music. He chose Family Medicine because he saw the dire need for Family Medicine practitioners here in the Central Valley and wanted to be part of the positive change in the area he was born and raised in. After residency, he plans to practice as a family medicine physician in the outpatient setting in the Central Valley, as part of a network or as part of a private practice.

Qasim Khan, MD

Born in Qazipur, Pakistan, and grew up in Stockton, CA, Dr. Khan completed his medical degree from Lithuanian University of Health Sciences. Fluent in English, Urdu, Hindi, Punjabi, and Pashto. His hobbies include playing cricket, table tennis, camping and fishing. Professionally, he has gained valuable experience as an Assistant Physician at Medina Clinic, a charitable clinic in Kansas City, and as a Clinical Document Specialist with Sutter Health in California. He chose family medicine for its comprehensive approach offering opportunities to provide urgent and emergency care alongside outpatient and inpatient services. This dynamic field allows him to deliver immediate assistance during critical situations while building long-term relationships with patients, ensuring continuous and personalized healthcare. Looking ahead, he plans to focus on family medicine with an emphasis on rural emergency and urgent care while providing comprehensive outpatient and inpatient services. He also aims to contribute to medical education and promote patient-centered care throughout his career.

Lourdes Martinez Cartagena, MD

Originally from Cojutepeque, Cuscatlan, El Salvador, Dr. Cartagena completed her medical degree from the University of El Salvador. She is fluent in English and Spanish and enjoys hiking, reading books, cooking and is a dog-lover. Professionally, she worked for a year in a rural area in her country, after which she volunteered for 6 months in the public hospital of her city. When she moved to the U.S., she rotated and volunteered as translator in a FQHC clinic for the underserved population in Los Angeles. She chose family medicine because it allows her to build enduring relationships with her patients over time, it fulfills her desire to be a part of a patient’s recovery and follow-up care. Additionally, she is passionate about helping undeserved areas and populations, ensuring that everyone has access to healthcare and support. After residency she is considering lifestyle medicine, woman’s health and working in clinics and hospitals.

Emmanuel Mensah, MD

Originally from Accra, Ghana, Dr. Mensah completed his medical degree from Kwame Nkrumah University of Science and Technology. His hobbies include watching and playing soccer, hiking, walking, and weightlifting. Professionally, he has experience as a limited licensed physician and a medical assistant. He chose family medicine because it provides the opportunity to care for a diverse patient population while building strong professional relationships with them and he loves the fact that family medicine provides the opportunity to maintain continuity of care of patients. After residency, he is passionate about building strong patient relationships and encourage them to take steps towards caring for themselves, he has a particular interest in preventative medicine and addiction medicine.

Chicago, Illinois native, Dr. Mohammed completed his medical degree from KBN University, Karnataka, India. He is fluent in English, Urdu, Hindi, Telugu and Basic French. His hobbies include soccer, volleyball, basketball, 8 ball pool and ping pong. Professionally, he has experience as a clinical assistant, in outpatient care, office medicine and sports recruiting. He chose family medicine to focus on the treatment and prevention of sports-related injuries and to promote physical activity for overall health. After residency he plans to go into palliative care, to provide specialized medical care for patients with serious illnesses, focusing on improving their quality of life and managing symptoms.

Originally from Jalandhar (India), Dr. Multani grew up in Fresno, Ca and completed her medical degree from Adesh Institute of Medical Sciences and Research. She is fluent in English, Punjabi and Hindi. Her hobbies include long walks, hikes, reading poetry, murder mystery, music and dancing. Professionally, she worked as a GP for a short time after graduation and her rotations in the States helped her travel across the country. She chose family medicine because of the opportunity to be a frontline healthcare provider, she believes the diversity within the patient population is remarkable, and believes it is the best way to make a meaningful impact on health and advocate for the underserved. After residency, her plan is to practice full spectrum Family Medicine with focus on Women’s Health.

From Bronx, New York, Dr. Nawaz completed his medical degree from Army Medical College, Pakistan. He is fluent in English, Urdu, Hindi, Punjabi and his hobbies include traveling, volleyball and swimming. Professionally, he has experience as a general physician in Pakistan, clinical assistant and clinical coordinator at Essen Health Care in Bronx, New York. He chose family medicine because he values the opportunity to provide holistic and comprehensive healthcare services to patients of diverse ages and backgrounds. After residency, he plans to pursue a specialization in primary care, where he can practice the full spectrum of medicine, establish long-term patient relationships and actively contribute to preventive medicine initiatives.

Originally from Ahmedabad, Gujarat, India, Dr. Patel completed her medical degree from G.M.E.R.S Medical College and Hospital, Sola, Ahmedabad. She is fluent in Gujarati, Hindi, English and her hobbies include D.I.Y projects, hiking, and thrilling adventures like skydiving. Professionally, she has experience as a junior resident in India and rotations across US while prepping for USMLE. She chose family medicine because she felt as though her attitude was best suited for it and she preaches about preventative medicine and loves continuity of care. After residency, she plans to go into OB.

He is fluent in English, Punjabi, Hindi and his hobbies include hiking, playing cricket, and exploring the beautiful world. Professionally, he has experience as a Resident medical officer and had all his rotations in Central Valley which helped him know the community better. He chose family medicine because he loves connecting and interacting with his patients. It also allows him to see various age groups and build meaningful relationships with all patients. After residency, he plans to practice full-spectrum family medicine in a community-based setting which allows him to build long-term relationships with patients and provide continuous, comprehensive care.

Originally from Bertoua, Cameroon, Dr. Angong completed his medical degree from Faculty of Medicine and Biomedical Science University of Yaoundé. He is fluent in French and English, and his hobbies include spending time with his friends and family, playing basketball, and watching football. Professionally, he has experience providing comprehensive healthcare to underserved and disadvantaged people in a rural area in the East of Cameroon, and he participated with non-profit organization to outreach community program among refugees aimed at public campaign and disease prevention strategies. He chose family medicine because he wants to dedicate himself to taking care of patients on a long-term basis, prioritizing a holistic approach to have a great and sustainable impact on their health. After residency, he is interested in hospital medicine, urgent care and emergency Medicine.
